The Destiny Content Vault (DCV) is a new content model being implemented into Destiny 2 starting in Year 4. Bungie has said they are doing this to create a sustainable ecosystem where the world can continue to evolve in exciting ways, and where they can update the game more quickly. Each year Bungie will cycle some destination and activity content out of the game (and into the DCV) to make room for new experiences.
Unvaulting content will start in Year 4 of Destiny 2, with the Cosmodrome coming back as a playable patrol zone, as well as its three Strikes and the return of the Vault of Glass Raid.
Bungie has said the Cosmodrome and its three strikes will be returning we do not know in what form. We do know that content that is being brought into Destiny 2 from Destiny 1 will be revamped for Destiny 2 systems.
The Vault of Glass will also be revamped when added to Destiny 2. It should be noted that Bungie has not said how we will reach the entrance to the VoG, which is located on Venus, a planet that has not been announced as a playable patrol zone for Destiny 2.
Destiny 2 year 4 will see multiple patrol zones, strikes, exotics, and planetary gear be vaulted. More in-depth articles will be forthcoming to break down all the everything that will be leaving with the launch of Beyond Light.
